This is a GPIB controlled, 5 Channel electronic load developed for SMPS testing by Farnell Instruments Power division (Now owned by APC) in the 80's.
Each FET load has approximately 70Volt, 50Amp or max 150Watt load capability.
You have some choices here:
1) You understand GPIB protocol like a geek.
2) Rip all that stuff out and use the massive forced air cooled heatsink for a seriously big amplifier project.
3) The sink for your unbelievably overclocked processor.
